OFFICE MEMORANDUM

Subject: Launch of RTI web portal for online filing of RTI application.

A Web Portal namely RTI Online with un https://rtionline.gov.in has been launched. This portal, developed by NIC, is a facility for the Indian Citizens to online file RTI applications and first appeals and also to make online payment of RTI fees. The prescribed fees can be paid through Internet banking of State Bank of India and its associate banks as well as by Credit/Debit cards of Visa/Master, through the payment gateway of SBI linked to this site.

2. At present, this facility is available only for Department of Personnel and Training (DoPT). It is planned to extend this facility to all the Ministries/Departments of Govt. of India within a month. This facility is presently not proposed to be extended for field offices/attached/subordinate offices.

3. This system would work as RTI MIS also. The details of RTI applications received through post should also be entered into this system. The system would also provide for online reply of RTI applications, though reply could be sent by regular post also.

4. It is requested that full co-operation may be extended for the successful implementation/roll out of this facility. First of all, it is necessary that the RTI Nodal Officers, officials of RTI Cell and all the CPIOs / FAAs of the Ministries/Department sare trained to use this facility. Arrangements have been made to provide training to the RTI Nodal Officers, RTI Cell officials and the NIC/1T personnel attached with the Ministries/Departments, by DoPT with the help of NIC, within next 2-3 weeks. The schedule for such training would be intimated to the RTI Nodal Officers directly. It is requested that training for all the CPIOs and FAAs may be organized by the concerned Ministry/Department, through these officers trained by DoPT / NIC5. The screen shot of the home page of the portal, the terms and conditions and 
copy of the O.M.No.1/1/2013-IR dated 08.04.2013 issued in respect of DoPT are enclosed for information.

6. The contents of this 0M may be brought to the notice of all concerned.

Subject: Introduction of online reservation system in the reservation/allotment of casual hostel accommodation in the Central Government Touring Officer’s Hostel/Holiday Home/Guest House at Delhi.

With a view to provide for choices & convenience of the applicants for reservation of casual hostel accommodation in the Central Government Touring Officer’s Hostel/Holiday Home/Guest House at Delhi, it has been decided to introduce automated online reservation / allotment system w.e.f. 01/05/2013.

2. For this purpose only online applications will be accepted henceforth. Applicants will apply for reservation by filling up the required application form online. After completing the process online, the applicant will have to take a print out of his/her application and get it verified / forwarded from his/her office and send it along with payment (Demand Draft) & other allied details/documents ete.. to “Online Reservation Cell, F - Block, C.R.Hostel Kasturba Gandhi Marg, New Delhi - 110001" for confirmation of his/her booking request. On receipt of the filled up application with payment of room rent (Demand Draft), duly verified & forwarded by the controlling office of the applicant (in case of Retd. Government Officers attested copy of PPO), his/her booking request will be processed. Applicant can monitor the status of his/her booking request online through the website.

3. With effect from 16/04/2013 onward, only online applications for reservation of casual accommodation in the Central Government Touring Officer’s Hostel/Holiday Home/Guest House at Delhi will he accepted.

4. No manual application will he accepted from 16/04/2013 onwards for the reservation of casual accommodation in the Central Government Touring officer’s Hostel/Holiday Home/Guest House at Delhi seeking reservation for the period from 01/05/2013 onwards.

5. Manual applications received up to 15/04/2013 for the reservation of casual accommodation in the Central Government Touring Officer’s Hostel/Holiday Home/Guest House at Delhi seeking reservation for the period upto 30/04/2013 have been accepted and casual accommodation is reserved subject to availability.

6. Detailed procedure/guidelines as laid down in the OM dated 21/12/2013 and terms & conditions and other relevant information regarding reservation of Delhi central Government Touring officer’s Hostel/Holiday home/Guest House accommodation are available on the website of this Directorate i.e.www.estates.nic.in / Holiday Homes website and holidayhomes.nic.in shall be applicable.

Submit Form 15G or 15H to avoid Tax Deducted at Source


Delayed tax refunds can be frustrating. After all, what can be worse than waiting for your own money to come back to you? This is why financial advisers suggest planning one's taxes well in advance and avoid overpayment. The start of the financial year is, perhaps, the best time to do so. Submit the Forms 15G or 15H right away to avoid the tax deducted at source (TDS) on your investments, if your income is below the exemption limit. From this year onwards, the Income Tax Department has introduced some changes in the two forms.

You now have to give additional information on income from all sources and tax deduction availed of during the financial year. According to the TDS rules, if interest income exceeds Rs 10,000 in a year, 10% tax will be deducted at source. If the investor has not furnished his PAN details, the TDS rate will be higher at 20%. However, if the investor's total taxable income is below the basic exemption limit, he can submit a declaration to avoid TDS. Form 15G is to be used by individuals below 60 years, HUFs and trusts, etc.

Senior citizens and those above 80 years must use Form 15H. Till now, one only had to declare in the form that one's income was below the taxable limit and, therefore, the TDS should not be deducted. Now, however, one must also mention the expected taxable income in the financial year. This includes income from all sources, such as salary, interest, rent and capital gains. One can avoid the tax-free income like interest from the PF, the PPF and tax-free bonds.

Are you eligible? Before you rush to submit the Form 15G or 15H, make sure that you are eligible. An individual or HUF must satisfy two conditions. First, the estimated taxable income for the financial year should be less than the basic exemption limit. This is Rs 2 lakh for individuals below 60 years and HUFs, Rs 2.5 lakh for senior citizens, and Rs 5 lakh for very senior citizens above 80 years.

The second condition, which is applicable only to Form 15G, is that the total interest income from all sources should not exceed the basic exemption limit. Senior citizens have been exempted from this condition because most retirees get the biggest chunk of their income from interest.

These conditions are not new. The only difference is that now the individual has to specifically mention his expected income in the form. In the table below, we look at the various situations in which an individual is eligible to file the declaration.

Interestingly, these forms also require the individual to mention details of other incomes, including dividends from shares and mutual funds. Dividend income is tax-free but the Income Tax Department still wants to know how much you earned from them. "The new forms seem to have been made with all the possible situations in mind. As of now, the dividend is tax-free, but may be taxable in the future,'' explains Sandeep Shanbhag, director, Wonderland Consultants.
 
Err on the side of caution The TDS rules can be cumbersome, but you just have to take them in your stride. The Forms 15G and 15H have to be submitted at every branch of the bank where you have a deposit. Though the threshold limit of Rs 10,000 a year is per branch, some banks insist on a form to be submitted even when the interest is less than Rs 10,000 in that branch.

​A bank can track you using the unique customer ID. If the combined interest in all branches is above the Rs 10,000 limit, TDS will be deducted if you have not filled the Form 15G or 15H. It is best to provide the form than risk TDS. Once the tax has been deducted, it can only be reclaimed by filing your income tax return.

The worst affected are investors who are not eligible to file Form 15G because their interest income is above the threshold limit even though their total taxable income is not liable to tax. One option for such people is to allow the banks to deduct the TDS. They can then reclaim the amount by filing their tax returns. This is a cumbersome process and, therefore, not worth undertaking. The second option is to split the fixed deposits across several banks and branches so that the TDS exemption limit is not breached.

This is no less tedious because you will have to go to multiple locations. Besides, it increases your paperwork manifold. There may also be cases of a small tax liability which makes an investor ineligible for filing these forms. You can handle this by letting one bank deduct the TDS so that the amount takes care of your total tax liability.

However, note that the above strategies are only meant to avoid TDS, not avoid tax or file your tax return. You may be required to file your tax return if your total income before the deductions is above the basic tax exemption limit.

Besides, there is a stiff penalty for furnishing incorrect information in the form just to avoid the TDS.

New services push postal dept revenue


ALLAHABAD: While postal department is pushing for modernisation of its services, its revenue has also increased. Allahabad postal region earned revenue of more than one billion rupees in the last financial year. Other than transmission of letters and selling postage stamps, the department also provides services like banking, insurance and other financial services.

Director, postal services of Allahabad region, Krishna Kumar Yadav said the department has increased its revenue in various sectors and compared to rupees one billion seven crore of financial year 2011-12 Allahabad Region has earned a revenue of rupees one billion eighteen crore thirty two lakh during financial year 2012-13, which is 10% more than the last financial year. Out of this, postal operations account for Rs 41 crore and banking services accounts for Rs 77.92 crore, while in the last financial year their share was Rs 39.54 crore and Rs 68.05 crore respectively. Yadav said after implementation of core banking and other modernisation initiatives, the department will generate more revenue.

Yadav added that Allahabad Region has also performed well in the field of postal life insurance. Total business of life insurance amounts to rupees one billion eighty three crore, out of which Postal Life Insurance accounts for Rs 84 crore and Rural Postal Life Insurance for Rs 89 crore.

He said that other than traditional services, premium services like speed post, express parcel post, business post have also received good response from public. Against the allotted target of Rs 18 crore for these services, Allahabad Region has achieved revenue of Rs 23.54 crore. The online 'Track and Trace' facility of speed post has increased the popularity of this service. Yadav said monitoring of postal services are being ensured at each level for better service delivery. Under 'Mail Network Optimization Project', main emphasis is on timely and fast delivery of postal articles.
